REGULATIONS FOR THE INTERNATIONALPIPE SMOKING CHAMPIONSHIPS

PURPOSE OF THE COMPETITION
竞 赛 目 的
The purpose of the competition is to have participants or teams to smoke a pipe for the longest possible period of time without relighting it and to determine who does this longest. Each participant or team will have to use the same amount of tobacco, a similar pipe and tamper.
本竞赛，旨在组织参赛者或参赛队，在不重新点火的条件下，比赛吸烟斗之时长。每位参赛者或每队参赛队，均使用相同重量之烟草及形制类似之斗具、压棒。
PARTICIPATION
参 赛
Art. 1
第一条
Only persons over the age of 18 and members of pipesmoking clubs affiliated to the national pipe club, member of the CIPC, can take part in the competition.
所有参赛者，必须年满 18 周岁，并为隶属 CIPC（国际烟斗俱乐部委员会）成员国之烟斗俱乐部成员。
Art. 2
第二条
The organizing association has the right to limit the number of participants. However the limit must be stated when the association is appointed to organize the competition.
主办组织有权对参赛人数进行限制。然而，限额须于该组织接受主办任命之时，明确宣称。
TOBACCO
竞 赛 专 用 烟 草
Art. 3
第三条
Participants will only use the tobacco selected by the organizers of the competition.
参赛者仅使用竞赛主办者选定之烟草进行竞赛。
Art. 4
第四条
The quantity of tobacco to be used will be three (3) grams.
竞赛烟草之重量，每份均为三（3）公克。
Art. 5
第五条
The organizers will make the name of the selected tobacco known, together with the full programme of the event, latest two (2) months in advance.
主办者至少提前二（2）个月公布选定烟草之名称及完整之活动计划。
PIPE

Art. 6
第六条
The organizers will provide all participants with the pipes to be used at the beginning of the competition.
竞赛开始时，主办者为所有参赛者提供竞赛用斗。
Art. 7
第七条
The pipes will be made of briar, straight and classical in shape, with or without a removable filter and will be able to hold at least three (3) grams of tobacco. They will be supplied by the pipe club organizing the competition.
由承办烟斗俱乐部提供之竞赛用斗，须为以石楠根为原料制成之经典直斗，附带可拆卸之滤芯亦无不可，烟斗并须至少可容纳三（3）克烟草。
Art. 8
第八条
The organizers will announce the exact dimensions of the pipe to be used for the competition at least two (2) months in advance following the provisions of art. 7 above. The organizers will also send a sample of the pipe to any club on request, against payment.
除上述第七条外，组织者须提前二（2）个月宣布竞赛用斗之确切大小尺码。如有任何烟斗俱乐部以付款为条件索要样斗，竞赛主办者则予之。
Art. 9
第九条
Should the pipe have a filter, the participant may remove it.
如烟斗附带滤芯，参赛者可去除之。
JURY
竞 赛 评 委
Art. 10
第十条
The jury has the full binding power, and shall be composed of at least five (5) persons:
竞赛评判团对竞赛拥有最终约束决定权，由不少于五（5）名成员组成：
a) the president of the CIPC or his nominee
a) 国际烟斗俱乐部委员会会长或其任命人；
b) a competition-leader, from the organizing pipe club, whose duty is to appoint the time-keepers,
announce the decisions and results, and if necessary, the intermediate times of the competition
b）来自主办俱乐部之竞赛主理人。其任务为指派计时员，宣布竞赛决定及赛果，以及必要时，适当调整决定时间赛果。
c) at least three (3) jury-members, being the presidents of national pipe clubs or their nominees, nominated at the CIPC-meeting on the preceding day of the competition.
另至少三（3）名的各国烟斗俱乐部会长，或于竞赛前一天 CIPC 会议中各自任命之人员，担任评委。
Art. 11
第十一条
Each group of ten (10) participants will be attended by at least one (1) steward. The stewards will be appointed by the competition-leader. They will control the competition, constantly supervise the participants and use the time-registration card placed in front of the participant to register the time achieved by each participant. The stewards will distribute pipes and other items stipulated in art. 16 herein. They will seek instructions from the jury whenever the need arises. The jury is allowed to replace a steward during the competition if found inefficient.
参赛者每十（10）人分为一组，每组由不少于一（1）名干事料理。干事由竞赛主理人任命，负责控制场面，持续监察是否存在违规行为，并使用置于参赛者前的时间记录卡对赛果进行记录。竞赛用斗及于此第十六条约定之其他竞赛物品，亦由干事负责派发。若期间出现产生任何其他需要，干事将寻求评判团之指导意见。竞赛期间，如有干事未能胜任，评判团可随时对其进行协调调换。
PARTICIPANTS

Art. 12
第十二条
Each participant will receive a numbered card and may be given a name plate which is to be placed visibly. Each participant will then be seated at their respectively numbered table/seat.
每位参赛者将会收到一编号卡片。此外，还可能接到一张名牌，置于显眼处。参赛者将各自按照编号就坐。
Art. 13
第十三条
The participants will only be allowed to use a wooden tamper, fifteen (15) mm in diameter and ten (10) cm long, which will be supplied by the organizers.
参赛者只允许使用由主办者提供的长十（10）厘米，直径十五（15）毫米之木质压棒一（1）把。
Art. 14
第十四条
When the competition-leader gives the signal, the steward will supply each participant with one (1) pipe each; after examining it, the pipe shall be placed in front of each participant. Any defective pipe may be replaced.
在竞赛主理之示意下，干事为每位参赛者提供一（1）把烟斗。经检视后，烟斗应置于每位参赛者前。烟斗如有缺损，可予更换。
Art. 15
第十五条
When the competition-leader gives the signal, each steward will place one (1) tamper as described in art. 13 and one (1) packet of tobacco in front of each participant. The participants are not allowed to touch the tobacco until the starting signal is given.
在竞赛主理之示意下，干事将规格如第十三条所述之压棒一（1）把及烟草一（1）包，置于每位参赛者前。在开始信号给出前，参赛者不得接触烟草。
Art. 16
第十六条
The steward will control that only the following items are in front of each participant:
干事仅对以下置于各参赛者前之物品进行调控：
a) the pipe
a) 烟斗
b) the packet of tobacco
b) 烟草包
c) the wooden tamper
c) 木质压棒
d) two (2) matches in a box
d) 置于盒内之二（2）根火柴
e) an A4-sized sheet of paper
e) A4 纸一（1）张
f) a time-registration card.

Each participant will have to keep in mind that:
每位参赛者须紧记：
1) the tamper may only be used when the pipe is in the mouth
1) 只有在含住烟斗时，才能使用压棒。
2) it is strictly forbidden to knock or shake the pipe in any way or by any means whatsoever
2) 无论对烟斗进行任何形式之敲打或摇晃，均严格禁止。
3) the participant may remove the mouthpiece from the pipe for a few seconds during the
competition in order to get any liquid out of it by knocking it on the sheet of paper or by blowing through it
3) 竞赛进行期间，参赛者可拆卸烟嘴片刻，将里面水液敲除于纸张上，或吹释除去。
4) the sheet of paper can be used by each participant to wipe the tamper during the competition.
4）竞赛进行时，参赛者可使用提供之纸张，对压棒进行抹擦。
5) participants may remove ash from the pipe, but may not put back any tobacco which falls out during this operation
5）参赛者可移除斗内烟灰，但不可将过程中掉落之烟草放回使用。
6) participants are allowed to drink after the first ten (10) minutes of the competition. There will be water and glasses on each table at their disposal
6）每桌均备有杯水，参赛者于比赛开始十（10）分钟后可随意取用。
7) it is not allowed to keep the pipe alight by blowing in the bowl of the pipe through neither the mouth nor the nose. These are grounds for disqualification.
7）以口鼻吹就斗钵，以令烟火保持燃烧等行为，均不允许。违者将被取消比赛资格。
Art. 17
第十七条
When the competition-leader gives the starting signal, the participants will open the packet of tobacco and will have five (5) minutes to fill the pipe.
竞赛主理示意比赛开始，参赛者开启烟草包装，于五（5）分钟时限内装填烟斗。
Art. 18
第十八条
The tobacco may be shredded only within this preparation period.
仅可于上述准备时限内，对烟草进行揉碎处理。
Art. 19
第十九条
The participants are not allowed to humidify the tobacco in any way.
参赛者不可以任何形式对烟草进行加湿处理。
Art. 20
第二十条
The participants are not allowed to put any extraneous matter such as chalk, filter or similar materials into the pipe.
参赛者不可将任何外物，诸如白垩，滤芯和类似物质，置放于烟斗之内。
Art. 21
第二十一条
After the allowed five (5) minutes, the time-keeper will remove the remaining tobacco.
五（5）分钟规定准备时限过后，计时员即移除剩余之烟草。
Art. 22
第二十二条
When the competition-leader gives the signal, the participants must light their pipes, and time will be registered from then on.
在竞赛主理人之示意下，参赛者须对斗内烟草进行点火，从此计时。
Art. 23
第二十三条
The participants shall have one (1) minute to light the pipe by using one (1) or both matches. Any match which breaks or does not light will be replaced by the time-keeper.
参赛者在一分钟时限内，使用一（1）根或二（2）根火柴点烟。若火柴擦断或不可擦燃，将由计时员更换。
Art. 24
第二十四条
The participant whose pipe extinguishes will immediately hand over his time-registration card to the steward.
烟火熄灭，须立即将计时卡交予干事登记。
Art. 25
第二十五条
Should the steward suspect that a pipe is extinguished, he will be allowed to ask the participant to exhale smoke. If the pipe is totally extinguished and the participant has not signaled it in due time as stated in art. 24, the time-keeper will request the jury to disqualify the participant for lack of fair play.
干事若对烟火的燃熄状态存有怀疑，可提请参赛者呼出烟雾以示公允。若烟火完全熄灭，而参赛者未如上述第二十四条规定，及时示意，计时员则可要求评判团对此等非君子行为作取消资格论。
Art. 26
第二十六条
The disqualified participant must give up his time-registration card to the steward.
遭取消资格者，须将计时卡弃交予干事。
Art. 27
第二十七条
Should any pipe burn, the jury will disqualify the participant.
评判团将对任何烟斗本身燃烧之参赛者作取消资格论。
ADVERTISEMENT
广 告 投 放
Art. 28
第二十八条
No advertisement or trade name is permitted on the clothes of the members of the jury.
评委着装上，均不可置放任何广告及商标信息。
ENTRY FEE
入 场 费
Art. 29
第二十九条
The organizers will lay down the entry fee for the competition; each participant will pay the fee, non refundable, until the registration deadline fixed by the organizers.
主办者若参加竞赛，亦须支付入场费；每位参赛者付费参赛，规定报名最终期限过后，便不可退回。
Art. 30
第三十条
Last minute entry or replacement may be accepted or rejected by the organizers.
主办者对规定报名期限后之报名或更换参赛人员等情况，保有同意与否之最终决定权。
Art. 31
第三十一条
In addition to the entry fee, each participant will pay for any incurred cost. These are equally non refundable.
除入场费外，其他任何相关费用，亦由参赛者自行负担，同样不可退还。
FINAL RESULTS

Art. 32
第三十二条
The jury will draw up the final list of the winners. The jury's decision is final and binding.
评判团拟定优胜人员名单，并保有对赛果之最终决定权。
INDIVIDUAL WINNERS

Art. 33
第三十三条
The winner shall be the participant who smokes the longest, provided that the pipe is not burned and the participant did not break any of the regulations. The jury will inspect the pipes smoked by the top ten (10) smokers to determine whether the pipes have not been burnt.
在烟斗本身并无参与燃烧，并遵守所有竞赛规则的前提下，吸烟时长者为优胜者。评判团将检视优胜者前十（10）名之烟斗，以决定烟斗本身是否曾参与燃烧。
Art. 34
第三十四条
The winner will be entitled to be called "World", "European", "Asian" or "American Champion", as the case may be.
将按照具体情况，授予优胜者 “世界冠军”，“欧洲冠军”，“亚洲冠军”或“美洲冠军”等荣誉称号。
Art. 35
第三十五条
The organizers may however offer special awards and may draw up a special list of winners for the ladies.
主办者可特别颁发奖项，或订定优胜女士名单。
WORLD CUP

Art. 36
第三十六条
Each team may be comprised of a maximum of five (5) smokers, whose names will be notified by the president of the national pipe club. The times recorded by the top three (3) winners of each national team will be taken into account.
各国国家代表队，最多由五（5）人组成，成员名单由该国国家烟斗俱乐部会长通报。各队最优异之前三（3）名成绩之和，作为其赛果计入。
Art. 37
第三十七条
Each team will be composed of members affiliated to the national pipe club that nominated them. Teams can be of mixed genders.
每队均由所属之国家俱乐部提名组成，可男女混合。
Art. 38
第三十八条
The team-winning country will be authorized to use the title according to art. 34.
授予优胜队代表国如上述第三十四条所述之称号殊荣。
NATIONS WINNER
全 国 赛
Art. 39
第三十九条
Each team may be comprised of a maximum of 5 smokers, whose names will be notified by a local club affiliated to a national club belonging to the CIPC. The times recorded by the top three (3) winners in each local team will be taken into account.
由隶属CIPC成员国国家俱乐部之地区俱乐部通报名单，每队参赛队由最多五（5）名参赛者组成。每队地区代表队前三（3）名最优异之成绩之和，作为其赛果计入。
COMPLAINTS
申 诉
Art. 40
第四十条
The participants are allowed to appeal against the decision of a time-keeper by lodging a complaint with the jury up to fifteen (15) minutes after the competition.
参赛者对计时员之决定如有异议，可于竞赛结束后起十五（15）分钟内，向评判团申诉。
Art. 41
第四十一条
No complaint will be accepted after the above mentioned time.
上述时限过后，申诉无效。
Art. 42
第四十二条
The organizers decline any liability for any damage or injury caused by things or persons, whether they are participants or not.
如有任何人遭受任何损伤，不论其是否为参赛者，主办者均不负有任何责任。
Art. 43
第四十三条
By entering the competition, participants implicitly agree to abide by the general CIPC Regulations, ipso facto.
参赛者参与竞赛，则构成默许遵守CIPC竞赛总章之事实。
AGREEMENTS AMONG NATIONAL CLUBS
国家俱乐部间之协议
Art. 44
第四十四条
Clubs belonging to the CIPC accept these regulations as the only ones applicable for the awarding of the titles according to art. 34 and 38.
隶属 CIPC 之各烟斗俱乐部，同意本规定为颁发竞赛奖项之唯一参考，其根据为本规章第34条及第三十八条。
Art. 45
第四十五条
The articles 10, 11, 12, 16.6) and 36 can be settled otherwise by a national club for the organization of a national championship. The title of national winner, eventually of winner of the clubs, is entitled in accordance to art. 33 to 39.
各国家俱乐部组织国内冠军竞赛时，对本协议第十，第十一，第十二，第十六.六及第三十六条，可因应实际情况作出适当之修改适应。国内优胜者，即代表其地区俱乐部之优胜者，将根据上述第三十三条至第三十九条之规定，被授予荣誉称号。
Art. 46
第四十六条
The CIPC reserves the right to adjudicate any cases which may arise
CIPC 保留对所起之任何具体案例，作出裁决的权利。

抽烟斗比赛居然也如此复杂，真是过瘾。敢问村长大人：可有抽烟斗比赛的视频资料，若能传至网上，大家观摩一下，我想必是斗友们一件乐事！ 厉害厉害！ 不过咱们也来个这样的比赛，呵呵
我可以拿个“点燃次数最多奖” 真佩服∞村長∥您已是煙斗博士了 Agpon 老兄别笑我好了，我只会做这种体力活 (现在连体力活也 ...)，真要说对烟斗的认识，我实在是懂得不多的。而且烟斗抽得越多，似乎人越懒，越不想太深究。有空回村子逛逛，偷看各位的飞天秘笈就很满足了。给我个 PhD (Doctor of Philosophy) 做做我还乐意 (前提是不要叫我考试，荣誉或者买回来的也凑合)，PsD (Doctor of PipeSmokin') 就不必了，哈哈。
不过我记得几年前台湾曾经有个网站真叫 [烟斗博士] 的，好像就是台湾南部某专店网站的前身吧。
